- Assign to Gigi, likely bank involvement. 

Refund Failed by Payment Gateway (The referenced transaction does not meet the criteria for issuing a credit.)

- Was this order placed less than 90 days ago? Assign to Gigi, this is either a pre-paid card or has bank involvement. 

- If this order was placed more than 90 days ago, it could be due to the amount of time since the order was placed, and you'll see this because the card number was updated and is no longer the original method of payment. Get PayPal details for an alternate method of refunding.

DO still try to refund any all even when older than 90 days.

DO NOT try to refund it multiple times

Refund Failed by Payment Gateway (A duplicate transaction has been submitted.)

- This means it thinks you are refunding too quickly after your previous refund, and you need to wait a few minutes before attempting this refund.
